Premium Cigar Retailers Say ‘No’ to Proposed Alexandria LA Smoking Ban

The crossroads of Louisiana may well be at a crossroads of its own when it comes to recognizing the rights of its citizens and local businesses, according to the International Premium Cigar & Pipe Retailers Association.

Alexandria sits in the geographic center of the state of Louisiana. City leaders passed a smoking ban in restaurants one year before the state did in 2007. Now some city officials are considering a total ban, a move that would eliminate the exemption of Alexandria?s bars and gaming establishments from the statewide ban.

?Statewide, the only places you cannot smoke are restaurants. For several years now, a small group of prohibitionists have consistently failed in their efforts to expand the state?s smoking ban to include bars. Although we are grateful that cigar shops and cigar bars are exempt from the state ban, the Alexandria proposal is simply a local attempt to get around the state?s defiant rejection of a more restrictive smoking ban,? said Chris McCalla, legislative director for the IPCPR.

McCalla said that legislated smoking bans are an affront to the rights of citizens and businesses alike.

?We fully support the right of individual business owners to choose to make their establishments smoke free or not. However, when the government steps in and tells them how to run their businesses, it has gone too far. That?s what legislated smoking bans do,? he said.

The IPCPR is an international association of retailers and manufacturers of premium cigars, pipes, tobaccos and related accoutrements with dozens of members throughout the state of Louisiana.

?Extending the smoking ban in this Central Louisiana city could have a negative economic impact throughout the state where we have dozens of members – small businesses that employ local workers and pay local salaries, and local, state and federal taxes. Why, in these perilous economic times, would any legislator ? local, state or federal ? take up a virtually meaningless yet job-killing issue like extended smoking bans?? McCalla asked.

McCalla also challenged claims being made by prohibitionists who seek support for their position.

?They are making health-related claims that are outrageous and indefensible. They are quoted in the local media as saying lives are being lost because of the limited smoking ban. This is a ridiculous claim that needs to be challenged. They can?t substantiate it, because it?s not true. They say a compromise should be reached on the subject. Well, when Americans start compromising their rights and freedoms on something like smoking bans, they are embarking on a slippery slope toward lost freedoms of all kinds,? asserted McCalla.

McCalla urged Alexandria residents to tell their city council representatives that an expanded smoking ban is not needed, not necessary and unwanted in this Rapide Parish city.

Indianapolis, IN (Vocus) March 7, 2010

Rep. Charlie Brown just doesnâ??t get it. Legislated smoking bans are not only unnecessary, they are an affront to the personal rights of smokers and non-smokers, alike, and they cost tax revenues and jobs and result in more failed businesses, says the International Premium Cigar & Pipe Retailers Association.

Brown keeps introducing bills like a current amendment to Senate Bill 175 that bans smoking in all public places except casinos and horse tracks. He has been voted down repeatedly in the past without serious consideration. This time, the bill â?? complete with Brownâ??s amendment – is headed for debate in a conference committee hearing scheduled for next week.

Chris McCalla, legislative director for the IPCPR, called Brown â??misguided and misinformed.â?

â??Rep. Brown is wrong when he says there is a â??dire needâ?? to protect Indianaâ??s citizens from secondhand smoke. Study after study exists that prove secondhand smoke is not harmful. Even the Occupational Safety and Health Administration says so. OSHA has established safe levels for secondhand smoke that are 25,000 times safer than air quality in most bars and restaurants,â? said McCalla.

McCalla said it is the right of every business owner to declare their businesses smoke-free or not.

â??It is not up to government to make that decision,â? he declared. â??And customers can decide for themselves if they want to patronize a place that does or does not allow smoking on the premises. I think people are getting fed up with government telling them what they can and cannot do,â? McCalla said.

In response to Brownâ??s claims that smoking bans do not hurt revenue at bars and restaurants, McCalla cited the Federal Reserve Bank in St. Louis regarding the proven negative effects on businesses from legislated smoking bans.

â??The Fed has found that, based on impartial data generated by the Bureau of Labor Statistics, significant employment declines result from forced smoking bans, especially in bars and restaurants due to lost revenues,â? he said.

McCalla also said a smoking ban that includes cigar stores, smoke shops and cigar bars would have a ruinous effect on those family-owned neighborhood businesses.

â??Twenty-six percent of Hoosier adults smoke,â? said McCalla. â??That may not be a majority of Indiana voters, but itâ??s more than enough to make a difference come election time. Legislators need to remember that.â?

A Smoke At Sea: Cruise Ships Offer Smoking Vacations For Cigar Fans

A few years ago, in 2006, the Nevada legislature imposed a public smoking ban.


The new rule doesn’t apply – as yet – to the storied casinos of Las Vegas, where smoking is still allowed on gaming floors. And of course Nevada is hardly the only recent state to impose restrictions on public smoking. Indeed, it joins over thirty states (at this writing) with such laws on the books. If you are reading this from the United States, it is likely that a similar law applies to your area: half the country’s population is currently under the jurisdiction of a public-smoking regulation of some kind.


But the idea of a smoking ban passing the Nevada legislature seems almost like a kind of spiritual defeat for cigar smokers: after all, what could more epitomize “cigar cool” than the mental image of Frank Sinatra’s Rat Pack, cigars and drinks in hand, finger-popping their ways through the floor of a Vegas casino?


It just symbolizes a fact that’s made passionate smokers’ lives a little more difficult over the past decade: in the interest of public health (and out of consideration for asthmatics and others), more and more city councils and state legislatures are choosing to ban public smoking outright, or are limiting it to certain licensed facilities.


Arguments about the effectiveness or appropriateness of these bans to one side, we can all agree that they mean that smokers have to put a little more energy into planning vacations. For a person who loves the taste of a good cigar, for whom relaxation doesn’t become meaningful until there’s a stogie involved, there’s no point in a vacation where you can’t even smoke in your hotel room. With smoking bans underway in Atlantic City (and this ban extends to casinos) and similar one-time bastions of cigar culture, frustrated cigar smokers are turning to a new option: the cruise ship.


And why not? Cruise ship vacations offer the ultimate chance to “get away from it all,” a continuous expanse of blue water, and the opportunity to meet interesting people from all over the country (and world). Few cruises are completely smoke-free, with most offering, at the very least, designated smoking areas that might include cigar bars or lounges. So it’s hard to go completely wrong – wherever you book your passage, you’ll almost always have at least some chance to smoke.


More and more luxury cruise lines don’t allow smoking in living quarters – that’s one downfall. After all, the next person using your room might be a nonsmoker, and it doesn’t make economic sense for cruise ship directors to designate permanent “smoking” and “nonsmoking” rooms; such a move would involve logistical nightmares during booking. But luxury quarters often include balconies, where smoking is sometimes still allowed.


The recent case of a cruise line headquartered in Fort Lauderdale, Florida gives smokers an indication of what they can expect. The cruise line, according to some reports, lost millions in bookings after instituting a partial smoking ban in 2007. But compared to those bans that have caused smokers such dismay in Atlantic City and Ottawa, the Florida-based cruise line’s smoking ban doesn’t even apply to the on-ship bars and casinos.


Indeed, the cruise ship industry seems to be following the opposite track of most US states and municipalities – as they grow more restrictive toward smoking, cruise lines are growing more permissive. One completely smoke-free cruise ship line went out of business awhile ago; another once-smokeless line changed its policies to allow some smoking on the boat.


Smokers will likely want to evaluate cruise line policies prior to booking as there are has examples of ships with almost smoke-free policies. Smoking on such lines may only be permitted in two designated areas – and if you light up anywhere else, you could be kicked off the boat! (That presumably doesn’t mean you’ll be forced to walk the plank, but it’s probably not worth finding out.)


Another rule of thumb mentioned by several travel writers: if you’re looking for company as you smoke, go for a cruise line with a high number of European and Asian clientele. Citizens of many of these countries often still smoke in higher numbers than do contemporary Americans, and there is a Spain-based cruise line that currently sports the least restrictive smoking policy out there.

What are the basics of cigar smoking?  How do you light a cigar?  How do you draw on the cigar properly?  Do you inhale?  What are the dos and don’ts of cigar smoking?  If you have ever pondered any of these questions, read on.  Here is a simple and accessible primer designed to help you gain familiarity with the sometimes confusing, always enigmatic world of cigar smoking.  

First Step:  Lighting Up

First, all new cigar smokers should learn how to properly light a cigar.  Use a clipper designed for cigars to clip off the edge of the head (the section you put to your mouth). If possible light the foot of your cigar with a cedar match.  Avoid regular cigarette lighters.  They produce a nasty odor that can linger and ruin a good cigar.  If you must use a lighter, use butane lighter.  These will keep the odor to a minimum.  However, you should always strive to use a wooden match because lighters can easily taint the foot of your cigar.  How do you light up?  Simply strike a match and hold the edge of your cigar over the flame.  Avoid touching the cigar to the fire, simply hold the cigar over the flame and draw deeply until the cigar is lit.

Second Step:  Burn it down to a nub?

Should you burn your cigar down to a nub?  Experts recommend you leave at least two inches to your cigar.  Even the finest cigars will tend to get bitter if you let it burn all the way down.  What about ashes?  Should you knock the ashes off of your cigar?  Rather than knocking the ashes off the edge, let the cigar rest in the ashtray when you’re not smoking it.  The ashes will fall off naturally.  

Third Step:  Relax and Enjoy

A cigar should never be rushed.  By design, cigars should be savored, preferably after dinner and with a glass of good brandy.  Hold the cigar between your thumb and fingers—anything else might be considered bad taste.  Also, don’t inhale deeply.  The smoke should not reach your lung.  This is very bad for your health, and it will not help you taste the cigar any better.  Of course, you should always be considerate of those around you.  If possible, smoke in the company of other cigar smokers. A good cigar can be enjoyed alone and even more so with friends.
